We have peacetime reimbursement too. Which is pretty damn good.

Most people in null sec do have high sec alts for one reason or another. What they do like is having your API key so they can see this.

Look through their contract and transaction history for zero-isk transactions between chars. Repeatedly seeing a zero isk transaction or contract between the applicant and another character implies the other character is an alt and therefore the applicant should be quizzed. Alts can also be found by identifying any "one man corps" in the applicants history and noting join/leave history. (EVEwho is a godsend here) Obviously none of these ways are certain to work, but they can be a valuable tool in vetting of applicants.
