How old does a person need to be in order to use a mouse ? I'm guessing somewhere around 3 years old. But he won't have much fun with it, not for long anyway.
I suppose some people of age 6 might find EVE mildly interesting with some decent degree of supervision, but I wouldn't really bother until about at least the age of 8 or 9 for most children, when they can read and write at least halfway decently, still with some degree of supervision.
I suppose it highly depends on the kid though.
Plus, EVE is not really for everybody to begin with.

I started playing Everquest when I was 10 years old. My friends, who were roughly a year younger than me, were playing at the same time too.

Look for the really belligerent, easily offended ones who can't spell very well, and never use punctuation. As I type that I realize that easily describes half or more of any MMORPG subscriber base, including Eve, but as long as you target that type of person there's a decent chance they're pre-pubescent. In the very least they have the MIND of a child. YMMV.

edit: LOL supervision. I know I grew up and into the early days of the internet, but I had no supervision and I'm sure most kids nowadays don't either.

Supervision, as in stick around in the area sometime and when you see agitation, go "kid, chill, this guy's only trying to troll you, screw him" or "eh, just ignore that dumbass, he has no idea what he's talking about", or even "that guy is right and you're wrong, and here's why, so stop antagonizing him"... NOT as in "stand by every second and see what the kid does and take him away if you see something objectionable and don't let him ever play alone" (which is ridiculous, the kid WILL find some way to play alone if he wants to, no matter what you try to realistically do).

Supervision is not absolutely necessary for the sake of the kid (the kid will eventually deal with it some way), but it sure as heck can spare you as a parent a lot of grief due to misplaced anger and other unpleasant side-effects.
Plus it makes for a more pleasant experience for the OTHER players, and helps the kid grow up faster and in a less jerk-or-douche-like direction (for which the world will not thank you at all, but, eh, at least you'll be satisfied).
