Where do these come from?

I see them on contracts and am wondering where they come from.. Are they dropped by officers or high level 0.0 plexes? I have no idea and can't find anything on them either.

Those type of implants come from Officer NPC spawns at Asteroid belts located in 0.0 systems of NPC controlled space.

Either that or they come from some COSMOS mission

Static COSMOS plex in Catch: Rakogh Administration Complex. Good luck finding any more information on it though.

The only kind of implants that will drop from belt rats are the pirate sets - Slaves, etc. Officer's don't have special implant drops.

All the odd implants you see on contracts are either from COSMOS or rare storylines, generally 0.0 storylines.
