Are Titans covered under Goon SRP program?

I keep hearing these losses being a drop in the bucket. If two titans are still a drop in the bucket you guys are delusional or have way too much cash to **** away. Oh well, at least those two titans represent a significant amount of tech income. Most of the CFC captured moons are actually contested and will not generate income any time soon.

Maelstroms shelved, Titans next?
