CCP: acronym for... what, exactly?

Ive always kinda wondered what CCP stood for, and yeah, i mean in the a literal sense of the acronym...

And if someone says Confidential Cosmonaut Program... Aargh, i only got part way thru that Fanfest vid to where Hilmar was sweeping and Guard was laughing maniacally before my eyes started bleeding and i had to stop watching...

So, any ideas?
