Why bother trying to blow it up? When I went scouting for a POS site I, like you, found tons of moons with anchored but not online POSs. I simply wrote an Eve-mail to the CEO of the corp asking what his/her intensions were for the POS and asked if they could take it down if they no longer needed the spot. I copied and pasted the mail to all POSs I came across in the few systems around my HQ.

Granted I did this to about 30 CEOs and got 4 replys all offering to take down their POS for me. Most of the time they had simply forgot they ever existed, one corp did ask for a small donation from me which i had no problem in sorting.

Might be worth a go before you go hireing Mercs or war dec'ing?
