only fits I have is if you are rich and have access to as high sec island in low sec.

This is just one option, the Mare is very versatile. I don't remember if the dual-XL-ASB or dual-L-ASB was better, but this is the one I had up. As-is, it requires a 4% CPU implant (relatively cheap in comparison to the mare) but changing the hardeners to faction negates that (pretty cheap to use faction specific hardeners), as does switching to L-ASB, or to the aforementioned XL-SB+Cap Booster, but you need to drop the burst aerator for a different rig if you do the XL-SB + Cap Booster.

The burst tank is obviously too much. Just cycle one at a time and don't perma-run them, only use them when you need them.
