Ok. I had this idea and wanted some opinions on it, if nothing else.

Imagine a small fleet of frigate to BS sized rats that would be equipped with the best that Sleeper AI has to offer. Having spawned in a system in 0.0/lowec, they would proceed to float around near gates or in belts, whatever it is they do.

Now lets say some players come across them, these players aren't prepared (as these types of NPC pirate are quite rare) and are subsequently obliterated. The pirates then jump out of the system and into any one of the 0.0/lowsec systems in EVE whilst also receiving a bounty that is proportional to the value of player ships they just killed.

Later on, some more players stumble into them, either they die and the bounty on the rats gets higher or they manage to kill them and in turn are generously rewarded in phat lewt and pirate bounties.

Maybe the players get a fancy medal that says they killed these rats, bitches love medals right?

Hope they never make it to high sec, their bounties would shoot through the roof very quickly.

Well yeah, they'd have to be barred from highsec. Or maybe there'd be a less threatening version that can appear in highsec.
