Similar problems, possibly ()probably?) related:
Both launcher / client and browser unable to make a connection. Pinging / traceroute showing multiple timeouts; these problems do not exist when trying to contact other sites (both local as well as US- and UK-based).
Roughly 10 minutes ago I was able to log in 1 client. Connection is stable, though laggy. 2nd client needed multiple attempts before connecting, as it was unable to get any type of verification the server was actually up.

That is how it looked. There is around 20-30% loss now.
