If you were going to start up a new industry base (anchor a station in high sec) would you...

go for a given, as in a spot close to Jita for easy market access, or would you go with one of the smaller hubs like Rens or Dodixie as there may be a little less competition?

Whichever has a higher demand and/or price for what I am going to use the base for.

I'd probably pick a system between jita and amarr. 4 to 5 jumps away from either, and it's not quite as crowded.

With the increase in shiptoasting, the Report timer needs to be shortened.

Markets change, so basing a POS installation solely on market location doesn't make any long-term sense. Also bear in mind that if you don't plant a large tower and have the Starbase Defense Mgmt toons to control defense in time of war, it's also going to complicate your life to be too near a trade or mission hub. There are plenty of losers in high sec who wardec POS holders (small and some medium towers) just for the lulz, and because most don't bother to defend it. Find an out-of-the-way system with in-system stations, don't use a single-exit system, and go from there. So you have to run 6-10 jumps to get your stuff to market: big deal. In the long run you'll have a much better life.

And for the "time is money" goose-steppers, *I* choose what my time is worth. Transporting goods to market isn't an issue for me.

This is pretty much what I am leaning towards, I though I got lucky and found a couple empty moons not too far from Jita, but even though I can set up shop there I am finding all the nearby stations to be completely booked for manufacturing jobs, so I started thinking about it, and I have had some luck selling in the smaller markets like Rens and Dodixie, Amaar hates all my characters, I know that in the systems I normally mission around there are a lot more available manufacturing slots, and since I often dual box it is quite easy to hit jump every minute or two on my freighter while doing other things.

My Industrial base was chosen with the future Jump Freighter I will own in mind so that puts me close to Jita while be far enough out that no one should bother me :-D
