Movies and TV shows are stupid expensive. They are also incredibly risky. Two movies that look precisely the same on paper invariably have very different results, and the difference between something that make billions and something that doesn't even pay for production is never clear.

This results in movie studios not listening to anyone who doesn't have a proven record. That means that a lot of potential great movies never get made (with a far greater number of flops), but it alsao concentrates power in the hands of a very small group of people which allows Stallone make vanity projects simply because they were associated with some money making movies thirty years ago.

The Movie Industry (and the TV industry to a lesser extent) need to be shaken up. New studios and stations need to enter the market and older ones need to be allowed to die. But, given the level of collusion and the intentional anticompetitive market structures that's unlikely to happen.
