a question regarding buddy invites......

my main account is deactivated for the moment, and i dont have money for reactivate it, still i see that i can send buddy invites, but looks like i couldn't send invites this month, so i have some questions abou the system:

1. innactive accounts cannot send invites? cause the terms and conditions say that i can't get the rewards while inactive, but it doesnt say nothing about sending invites while inactive.

2. i want to apply to the buddy program, i mean, in the thread we have here for helping with invites. i want to contribute, and get rewarded too, which are the rules?

well, those are my questions, i want to keep playing here but i cannot start over, i have like 4 million SP in my main and dont have how to pay my sub.

1. Correct. Inactive accounts can't use the BI system.

2. Rules about it are in the BI terms of service and in the sticky

what about the Hours for PLEX feature?, i would be able to send invites and get rewards while active for those 4 hours?

possibly, though CCP would (IIRC) ban you from doing that again (i.e. remove the hours for PLEX option for you) and not PLEXing within those 4 hours.

Confirmed, Hours 4 PLEX is a 1 time offer. Use it and you will never be able to do it again with that account.
