Extremely annoying stars and lights

So after a year I came back to revisit Eve, but now the stars are just absolutely irritating. If I'm not moving my camera they constantly flash and shimmer in mass. And as much as I'd like to post a picture, It's not as understandable because it's a still frame. Any idea what causes this odd shimmering effect?

Using a 6850 with current drivers and I have no special settings outside of the game.
I have also tried lowering and adjusting every setting trying to fix this, but I'm just out of ideas now.

Edit: To clarify, it looks like billions of little strobe lights.
