Kill rights/sec status questions

I got bunch of people who have kill rights on me now. If I come across them in high sec, how do they appear on my overview? Would I be able to tell that they got kill rights on me?

(If they appear as normal I guess I will have to fiddle with standings...)

Also, I asked this in Missions forum but no answers so I will ask here:

Has the sec status gain amount changed? I'm trying to regain sec status but the amount increasing seems to be a lot lower than how I remember from last year. 

e.g) Last year when I was -2.5 or something then killing a BS rat in low sec brought it up to like -2.4 or higher depending on bounty. I ratted a bit a few days ago and it went from -2.57 to -2.53. What gives?
