GM red flag not working

In forums there is blue DEV flag in forum thread if there is DEV response. Clicking that flag brings out the first DEV response.

There is also red GM flag in forum thread if there is GM response. Clicking that flag does nothing. Why is that so? Why doesnt it bring out the first GM response?
