Confused about personal corp and faction standing for accessing agents.

Which standings allow or prevent you from using a mission agent?

If I have -6 gallente faction standing and +2 or more to a gallente npc corp from grinding level 1's, should I be able to access level 2 agents at that point.

Source of great confusion: I have an ex Caldari militia character with -9.xx Gallente standing, -6.xx after diplomacy. When I click show info on a level two gallente corp agent with this character it says "You must have an effective personal standing of 1.0 towards this agent, its corporation AND its faction."

The part I do not understand is when I click show info on these same level two agents from my other characters it says "You must have an effective personal standing of 1.0 towards this agent, its corporation OR its faction.

I'm utterly confused as to why the character with terrible faction standing is required to have all standings at a certain level while the other characters only need to meet one requirement.

Your faction standings need to be better than -2 in order to get acess to a lvl2 agent regardles of your standings to the corp. This can be repaired by training the Diplomacy skill and sometimes by doing the one time 'keeping crime in check' Tag drop.

The only other solultions involves doing lvl1 missions and every 16 missions you will get a storyline that will help your faction standings.

Or team up with a toon doing the ,epic arc, for the faction in question and make sure they share the mission and you will get 50% of the faction boost at the end of the arc.

Things that keep me up at night;  Why do we use a voice communication device to send telegraphs? Moore's Law should state, Once you have paid off the last PC upgrade you will need another.

Is this true? I thought faction standings are never shared. If this is true I am going to work towards this sounds like a solid plan.

As for the -2.0 or higher for lvl2, does the same go for lvl4 agents? I want to be able to vary my set of available lvl4 agents and as of now I cannot use Gallente or Minmatar. (/me was stupid enough to 'enjoy' Enemies Abound).
