Multiple plexes in FW

Is there supposed to be a limit on the number of plexes appearing in a system in FW?

There has been 17 -18 plexes appearing in systems this evening, a huge amount more than before the latest patch was released.

It would be great when you are trying to take a system - not so good for defensive :-(
