Given the higher fitting requirements I don't think the choice to switch to the t2 plates will as straight forward as you're suggesting.

For 1600mm cruisers I'd expect the tungsten to remain the norm - the mass and fitting costs are terrible on such small ships;

On battlecruisers it's likely to be a mixed story with some overtanking and dropping gun size, others remaining as is - the fitting is an issue for sure, but the mass becomes less of an issue on these larger ships;

On battleships it's mainly going to be a straight conversion I'd think - the mass change is negligible ( a little over 1% difference per plate on a 100mn mwd fit) and the fitting should be something that can be accommodated without any big sacrifices elsewhere (I know my abbadon fit was a straight switch with no need to alter any other mods).
