OK, I've run the numbers a couple times, and here's what I came up with. It's possible I made an error somewhere, so the mathematically-inclined can doublecheck me without my taking any offense. Blink (FYI by EVEmail there was an additional 1 share voting Kino/Uotila and 5 shares voting Kino [no secondary].)

VOTING RESULTS

Kino: 1,605 points
Uotila: 1,324 points
Niarja: 200 points
Sirseshin: 5 points

There you have it! Kino is the next destination of the New Order, followed by Uotila. It was back and forth between Kino and Uotila the whole way. Voters favoring Kino liked the idea of heading to the most populous ice mining system available, and were perhaps intrigued by the double ice field. Uotila voters were attracted to the idea of the New Order taking the final highsec ice field in The Citadel region.

Meanwhile, Niarja had trouble getting support due to its lack of mining activity. Poor Sirseshin only got one shareholder's secondary choice and that was it. I guess there was nothing wrong with Sirseshin, just nothing that made it stand out.

I'll be adding the results to the OP, and well done all! Onward to Kino.

TURBO UPDATE:

As a result of this expansion, I am opening shares to be sold for IPO Round #4! Closing time yet to be determined. Get your orders in!
