Napalm is illegal, military flamethrowers have to be rendered nonfunctional. The crappy civilian "flame throwers" are legal because they really don't throw flames... they kinda light a fart on fire

That's why you opt for swag.

Ha! That thing's nice, but it might lack the proper range for anti-wasp nest warfare. I can kind of imagine this sequence of events:
1) Activate device
2) Inadequate range, nest not completely incinerated with the first blast
3) Run away, flailing a column of flames around in all directions
