Edit: Offer retracted. Your character isn't worth 7b/o isn't worth it by any long shot and a 4b starting is still pretty high. The character appraiser only puts it at 3.3b, and what you're asking for, and even denying as your own starting, is making it more apparent that the person who priced it doesn't know what they're doing. You're lacking in drone skills, engineering skills, mechanic skills, and navigation skills to where it really could be if you put effort into training your character correctly. I'll offer 3.6b at the max buyout.

'bout that - let's count : this char has 15.7M SP with 2600 sp/hour it takes 6038 hours or 251 days or 10 months to train this char that equals 5b isk in plexes and that's without books, etc. so 4b as starting price is way below it's actual price.
