I understand that they can use a subsystem for fitting links, but why do I rarely see or hear of any of the other T3's being used as boosters, does the Loki have some bonus available that the others do not, or is it just a popular ship so many have it trained?

It gets a bonus for skirmish links. Everyone likes skirmish links.

And it shield or armor tanks nearly equally well. Making it work no matter what kind of tank/logi the fleet is using.

Somebody doesnt know how Off Grid Boosters work...

Basically, Tengu/Legion are situational boosts to the Tanking style of the fleet and are essentially defensive, Loki links are always useful, and are really the only source of offensive links (Except lolproteus EWAR boosts).
