Racial skill bonus on t2 ships is more of a role bonus.

Does anyone else feel this way? You get the maximum level of minmatar cruiser to fly a muninn, so no matter what you will always have a 25% bonus to RoF and damage. Yeah they're really useful, but it just seems silly for me to get it maximum level and still show the bonuses as a per level bonus.

Just my 2 cents.

I think it was originally done that way for balance. One creates a balancing formula and a shopping-list of bonuses, then each ship gets X points to spend, and a 25% bonus costs more than a 5% / level bonus.

All that is likely to change during the current round of re-balancing and move to ship "lines" instead of tiers (i.e. higher tiers = more points to spend).

CCP might at some point in the future decide to make the TII ship not require level 5. In fact I believe that's one step in the planned future skills revamp. (Go look for the devblog.)

Why would it be silly? I for one fully support vagabonds being pilotable wih minmatar cruiser 3

If you get podded with out of date clone and lose minnie cruiser 5 then no, you dont always get the 25% no matter what. You can still fly the ship since minmtara cruiser is a secondary skill.

That's actually not true as you can't board a Vaga without cruiser 5. Where it does come in to play is the BC skill vis-a-vis CSs. CSs only check for racial cruiser 5 and the CS skill itself, so you could theoretically fly a CS without getting the max bonus from the BC skill.

It's mostly a flavor thing to fit the whole "T2 ships are T1 ships with extra stuff bolted on" theme.

Also I suspect that they kind of figured that if they were going to make Racial V a prereq they should make it clear that you're getting something from those skill ranks other than useless prereq training time. While there's no _practical_ difference, there's a great deal of difference in _design philosophy_ terms, designers rightly hate useless filler bullshit (thus the removal of, for instance, learning skills).
