Locator Agents

I'm a little puzzled as of late, I'm trying to use my locator agents and they ALL tell me

What gives? What does this actually mean?

If brute force isn't working, you're just not using enough.

I think that means that the person you're trying to locate isn't within - for example - Caldari space and so your Caldari Locator Agent can't help you.

But that's just a guess.

Possibly your target is in a worm hole.

I think that if your target is in a wormhole the agent will tell you that he is in unknown space.

It could be that your agent level is too low, ie less than 4. A guide to locator agents is here: http://wiki.eveuniversity.org/Locator_Agents
