It was because of game balencing.

The dear old makers of eve had a deep understanding of everythings relationship to eachother.

They, I guess, were sacked for not being greedy.
Now we have stabs in the dark.
People with no respect for eves traditions or mechanics who just want quick fixes
to make people like them


The velator will still be the most basic ship available. As per the rookie ship buff thread:

Velator Role Bonus:
10% bonus to hybrid turret damage
20% bonus to drone hitpoints, damage and mining yield
10% bonus to Remote Sensor Dampener effectiveness
15% bonus to Armor Repairer effectiveness

So it's actually losing 15% hybrid damage with this change but gaining elsewhere. But these are role bonuses, not per level bonuses, so it will still be less effective than any other frigate in the lineup. In fact, they explicity said that they don't want it to perform at the level of the t1 frigates.

Which is all superfluous because it still comes back to my original point; you can still pick the weakest ship possible and try to do something difficult with it. Again, new, better challenges await.
