As a young player, what choices do I have to legally take advantage of the weak?

I want to keep it within EVE rules and dont want to completely get kicked out of hi sec (just yet at least), so what are some of the known activites I can learn?

Naw, thats just bait. and you really need something worthwhile for them to take, faction ammo etc.

Can flip is stealing from a can or wreck not yours. It only flags you to the individual allowing them to shoot you without concord. Yet its only tell they attack you do you have rights to fight back.
So steal miner cans or mission wrecks to get others to attack you.

what do you mean by "legal"? against CCP Eula ....or getting flagged by concord?

As long as you don't pod, exploding other peoples spaceships after you have can flipped them, and they've been stupid enough to fire at you shouldn't affect your sec status. NB they have to be stupid enough to aggress you, you can then claim "han shot first"

In the beginning there was nothing, which exploded.

Can flipping is going to be removed very soon, so I wouldn't invest too much time into it. Form a one-man corporation (of course you can invite friends and/or get more members if you wish) and start doing wars to experience this long-standing aspect of the game, before it is also removed in a year or two. After that, train for a Machariel with good navigation skills.

The real question is what 'advantage' you really get from preying on the weak - a few shoddy T1 mods? Ganking an empty Iteron/Bestower with some cargo mods trying to pick up the Merlin in a can?

Something even more useless like a killmail?

Either get your assault frig and support skills up and try some solo marauder mission runners to get to aggro you (it may take a while, and you need some tactics, but you should eventually be able to take them down with help of the mission rats) or train for a Tornado and suicide-gank some mission Tengus (low EHP and typically dumb pilots).

Should be a couple of 100 million isk dropping each time you achieve either one of them.
