whats skill should i focus on for maxed out legionpilot who can throw dps and tank a bit? w

If you don't know that already, you REALLY shouldn't be thinking of flying a legion, or any other t3 for that matter.

Treat it the same as any of the other Amarr laser boats (unless you are going HAM). Max out armor + Repair skills, basic pilot skills, and medium turret / laser skills +advanced. (I am assuming you already have the 'basic' skills at 5: engineering, mechanic, electronics, etc). If you decided to go HAM instead, of course, train up missiles in place of lasers.

From there you'll have a solid feel and can fill in the gaps as you go, depending on your mod layout.

There is a special Hell for people like that, Right next to child molestors, and people that talk in the theater. ~Firefly

Also, as an armor tanker, you'll need armor compensation skills. Get them to 3 at least (higher better ofc)

You will need to focus on armor skills and lazor skills. unless you are do missile version.
AWU to 5 a must.
Armor comp skils at least to 4.
Medium pulse specialiation to 4
Get the legions subsystem skills up too, at least 4.
use eft and evemon to setup and remap and get some implants
