Can't find this answer anywhere, original devblog in March said that an ally joining will likely have a 24h timer before they can fight in the war too, but they wanted to change this.

How is it currently on-live? If an ally joins, how long until that ally can fight war targets?

24 hours. I don't see a way around this without it being abused.
