In the right builds they are pretty nice to have. Depending on what I need a ship to do (i.e. tank, gank, hit smaller targets with bigger guns, etc) I'll alter the rig loadouts to help nudge things in those directions.

I use them on my PvE boats (since my ship tanks fine, I don't need tank rigs).

The T2 ones give a larger single bonus than you could get from one modules.

This. Which in turn puts them first in the stack and can add a pretty significant amount of damage. Keep in mind that the rig only affects one of the two stats a damage mod would (damage and RoF).

T1 rigs stack unfavorably with T2 damage mods but if you find yourself needing lows for something else they can still make a decent contribution to total damage output.
