An error occurred,.... launcher will now try to apply the patch safely with raised Privileges

newly formatted PC

Getting this error:

"An error occurred while applying, the launcher will now try to apply the patch safely with raised Privileges."

Then this one:

"Unable to apply patch, It is recomended that you restart your computer and then run the EVE Online launcher again."

After restart I get the same thing again.

re-downloaded the file and totally re-installed a couple of times, same result.

tried running repair a couple of times. says it "failed... "

any ideas for me?
