A bit of Loki advice

So I really want to play with a Loki. I have a Tengu, but it's a cookie cutter PVE fit so this is my first go at putting together a T3 on my own ( and yes I want a Loki over the Tengu just to try it out). I'm thinking of using it primarily for little 0.0 solo roaming/yarr. Picking off any haulers or gang stragglers I can find (that may be a separate pipe dream but..) and playing (learning) with some drag bubbles and camping. So with that in mind here's the fit I was thinking of.

My reasoning behind it. The Interdiction Nullifier since I will have no alt scout with me and I expect to see a few bubble camps and dictors. I went with the Covert Reconfig for the same reason and to work in areas of 0.0 I don't have safes yet. I also put together a version without the Covert Reconfig that puts out to ton more DPS (190 more in pyfa) but just has a regular cloak and I'm not sure if that would just lead to an even quicker death operating like that?

I also went with a buffer fit for well, I guess since that's all I (mostly) really use in PVP so it's just my default. I can swap out one of the shield extenders for an adaptive invulnerability but it doesn't look like I'd gain anything other than more cap use. I could also drop one and put in a large shield booster (or both and an adaptive invulnerability) but pyfa doesn't show how that would work out? I guess I could also do a full active fit and a cap booster. EIther way I'm also going to keep it T2 and not go faction since I fully expect it to go boom and while I may be space middle class I'm not space rich.

I keep over analyzing the who thing but I've realized that since I don't have much experience with this, my over thinking ends up being meaningless. So I'd really appreciate any feedback on the badness (goodness?) of the specifics and also any feedback on the general fitting ideas I've gone wrong with or even if I should be doing this at all (I may just buy a few Vaga's instead and cry about the frills).
