You hear tales about entire planetary populations uprooted by the Empyrean wars and warcrimes there seem to abound; this begs the question: who, besides the capsuleers and their crews, is directly impacted by 0.0 sovereignty warfare? (W-space occpuancy battles are a different story yet, one which I will have to speak about at another time to avoid cluttering this discussion too much :)

Are you asking an academic question or are you trying to say self-described 'humanitarians' shouldn't get worked up about null security conflicts?

As far as I understand, 0.0s is just wilderness, there are no significant population, except sparse outlaw and exile settlements. Most of population of nullsecs are staff that powering capsuleer ships and installations and some corporate structures and endeavors (like for ORE, Syndicate and so on).
The most obvious reason of lack of civil installations is absence of desire of major cluster governments to absorb these regions and take control. Only interested parties are capsuleers, who drag resources, that are easier to collect, but harder to transport, since interstellar logistics is primary capsuleer specialization.

Not to worry. People are a ubiquitous fungus, and easily transmittable. Even ol' Sansha only managed to swipe a few planets' worth. We won't run short of humanity any time soon.
