I am trying to join Minnie FW.

You can not join the faction for the following reason: You are not regarded highly enough by the faction. Your standing with the faction is only -0.5900 but needs to be at least 0.00.

But I have Diplomacy trained and it puts my standing to like 1.0. does it ignore diplomacy?

yes, you skills do not effect your standings to militias

Any other way around it besides joining a corp or grinding it up

You can do the data centre turn ins http://wiki.eveonline.com/en/wiki/Data_Centers

Buy the tags (very cheap) go pick up and instantly turn in the missions takes a few minutes to do.

Have a neutral standing alt create a new corp. Have that corp join militia. Once in, have your main join. Your main's standings will not impact corp standings for 7 days. During those 7 days, run plexes. You will get Tribal Liberation force standings for doing so. Every time you hit another x.0 level (ie 1.0, 2.0, 3.0, etc), you will get a promotions which will raise your faction standing.
