Why didn't TEST fail?

Well, it's kind of like that story where everyone stranded on the deserted planet disguised themselves as killer robots to blend in with the other killer robots on the planet… except it turns out that there were no killer robots at all — only stranded people.

Everyone assumes that they already have fiftyeleven spies in TEST so they don't try to get any spies among them… so in the end it turns out there aren't actually any spies at all.

Think I seen 2 partial episodes of that show, but every preview i ever saw was another star exposed. Always wondered if any were human.
