The Inferno rollout's ancient history and isn't worth whining about anymore. The help-your-enemies-before-you-can-help-yourself tier system sucks, but A) it sucks for all militias, and B) compensating strategies exist, and have been talked about. Maybe some allies can be badmouthed here, but there's not a lot of point to doing that. That the Minmatar-vs.-Amarr reward disparity is the size of a galaxy whilst the Minmatar-vs.-Amarr warfighting disparity is the size of an asteroid if you're generous... eh, someone can whine about that, but everyone who would has had time enough to cope with it in one way or another.

Minmatar and maybe Galmatar had systems enough, and then today invested enough LP in their systems to have the upgrade levels enough, to get the best possible LP store offers. So they'll all spend their LP at once, and then vindictive Amarr (/ farmers) can probably knock them at least out of L5 by completing one plex/system across Metropolis.

If you don't have the systems for Tier 2, it doesn't matter what warzone control you have. 2.4% is the same as 0% is the same as 16.9%.
