I would assume so, would seem rather silly otherwise.

Scenario:

highsec POS being attacked? Bring in nuetral Scimi's and afk orbit the POS and rep it while they try and bash it.

GL trying to bash down a tower with 3-4 scimis that you cant attack pouring 12-16 large reps onto it.
