Circle missions not working?

I have just completed the cargo haul mission for 'Furas Vaupero' at ' Maurasi 9 Moon 12 - Caldari Navy Assembly Plant (In space outside station)'.
This mission is supposed to lead to a referral to another agent (Jeka Vantoh), but I am not being referred.
Anyone know if the circle missions have been disabled?

I completed those Circle Agents a long time ago. I don't remember exactly how the referral works.

I think after you complete the agents mission, his closing dialog will mention the name and location of the next agent in the circle. I don't think it will be listed in the journal.

Go to the next agent in the circle and see if he'll offer a mission. If not, then file a petition about it in-game.

I just did this a week or two ago and yes there was no referral however if you fly to him you can continue the chain. pita but still doable for those who take the time to research.
