Simple fix, the amarr could conquer more systems... There are also many other ways to farm LP now. :)

Although I would suggest to make it fair the Amarr and Caldari FW NPC Corps should get another 1-2 high sec system agents. Or just make Olfiem and Parts conquerable.

Having unconquerable low sec systems where they can always pull their agents from can't be offset by giving caldari more highsec agents who dont pay. The whole point is that current game mechanics protect the gallente and ensure they always have access to low sec FW agents, whereas this is not the case for Caldari.Your proposal to offset this by adding more highsec FW agents for Caldari serves no point and has no merit.

The whole point of taking their systems is to deny them access to their FW agents, along with the ability to devalue their LP by making sure they hold too few systems to achieve warzone control above T1/T2 so they cant cash out at a high level.This is obviously how anyone can and should be trying to win, and only the Gallente are protected from this. Caldari aren't.

Highsec FW agents are irrelevant inasmuch as they offer so little LP that using them offers no advantage. The issue with High sec agents isnt availability, it is payout. They simply aren't worth doing, and are not a significant factor in funding either sides war effort.
