Freezing up on startup

I've run the repair tool and everything, but when I start up Eve it just shows a window in my taskbar and is unresponsive. I've waited 15 minutes or so for it, but it doesn't unfreeze. Should I just uninstall and reinstall and if so, where is the user data so I can save my overview and stuff?
