API Test / Development server?

I'm currently working on a website to allow pilots to sign up and manage there characters and corporations from a single website.

If you are aware, is there a test api that developers can use prior to the project going live? there are a bunch of api's that I am not able to test due to not having a corp that has a starbase for example, i have managed to put together some rough code that I am assuming doesn't work but i'm not able to debug it.

Anyone got any pointers or work arounds?

have they added test data or it just a clone of the production api?
