Tower Capacity

I'm trying to figure out how much fuel a control tower will hold.

The info screen on the Caldari Medium Tower shows a capacity of 70,000 m3. Then, the capacity2 shows 25,000 m3.

So, I assume the capacity2 is the strontium bay. But that would mean that the medium tower holds nearly a month's worth of fuel in the 70,000 bay. My understanding is that a tower will only hold about 15 days or so worth of fuel.

1, Is the capacity2 for strontium?
2. Does the 70,000 include the strontium bay?
3. And if not, does that mean I can fuel my station for a month?

You can build a silo and store fuel for years and years and years.

All standard control towers hold 700 hours (29d 4h) of fuel blocks, or 699 hours of fuel blocks + charters (29d 3h), and 41 hours of strontium (1d 17h).

The larger fuel bay (capacity) is for fuel. The smaller fuel bay (capacity2) is for strontium.

Silos cannot contain fuel blocks. I recommend a Component Assembly Array for general storage (can also build fuel blocks in it), or an Advanced Large Ship Assembly Array if you need lots of storage. Efficient Storage (post #265).
