Does having ECCM fitted on a turret/missile based gank ship make a difference? I honestly was under the impression the CONCORD ECM was 100% accurate. Or is the reason for fitting ECCM the same as given for the buffer for -5.0 duders?

The ECCM is there for the faction navy and other players, not for CONCORD. CONCORD Police Captains have 100% accurate ECM, Energy Neutralizaers, Stasis Webifiers and Warp Scramblers; moreover, they each do approximately 100 DPS (so 200 DPS between the two of them in a given spawn). The CONCORD Police Commander, which does not open fire for several seconds, kills anything in one shot. Faction Navy, on the other hand, arrives faster than CONCORD does if you're already -5.0, and other players have a tendency to shoot at flashing red targets in an effort to pile onto the killmail or to prevent the gank. Always overheat your ECCM, and all other modules.
