In an effort to reduce the amount of character scams, GM workload and player frustration, the following changes are being made to the announcements concerning character sales or auctions for ISK. No other form of trade is sanctioned or supported.

  1. The 'For Sale/Auction' post must be made by the character being offered. This is being added to prevent scams for characters that have been misrepresented, banned, non-existent, etc. An exception to this rule is if multiple characters are being offered by the same person. You are allowed to include the selling information for all characters in a single thread provided that you prove your ownership of the characters by having them confirm the sales in the thread. All other rules apply normally to the character sale.

  2. You must disclose whether or not the character being sold has a negative balance in its wallet and the amount.

  3. You must disclose if there are kill rights on the character for sale. Kill rights you possess on other characters are to be treated as assets and not included in the character listing.

  4. The character being sold must receive the ISK for the purchase and only ISK. Characters may not be sold in exchange for items.

  5. Please note that if a character has a negative ISK balance that character cannot be transferred until it has a positive amount of ISK.

  6. The sell post must reflect the character correctly, posting that the character you're selling has more skillpoints or ISK than it actually has is a bannable offence. Similarly, a seller must disclose whether jump clones are located in 0.0, lowsec or highsec space.

  7. Items cannot be listed among the character's valuable assets, only skills, implants and reputation. You are buying/selling the character ONLY and nothing else. Ships and items can be readily bought on the market for ISK.

  8. You may only bump threads ONCE Per day. Date is determined by the date on the forum, not the date where you live. See this guide for more information on bumping.

  9. The new owner of the character may NOT pass himself off as any previous owner.

  10. The character for sale must be from an active account, you cannot trade characters from inactive accounts.

  11. The character being sold must be in an NPC corporation at the time of posting, and for the entire duration of the sale/auction thread being active.

  12. The character being sold must be older than 14 days old to avoid accidental transfers.

  13. The selling of accounts is prohibited, characters may only be sold individually.

  14. The owner of the character being sold is responsible for the character transfer fee paid to CCP.

  15. Prior to leaving a corporation, the character to be sold MUST send a corp-wide EVE mail stating that they are going to be sold and will be leaving for an NPC corporation.

  16. When a character is sold, please modify the topic title to reflect this to help other forum patrons know what characters are still available.

  17. Lottery style sales are not permitted. Auctions and buyouts are the appropriate method for selling a character.

  18. All scams involving character transfers are prohibited.

  19. The ISK that a buyer sends when attempting to purchase a character is considered to belong to him until such a time as the character being purchased has been delivered to the account of his choosing. If the character sale is not completed, the ISK must be returned in full to the potential buyer.

  20. Whenever a character is transferred before the seller has moved the ISK received from the sale to another one of their characters, the Customer Support team will return that ISK to the rightful owner. The buyer cannot expect to receive both the character and the ISK that they paid to purchase it.

  21. CCP Fallout talks about the 10 hour character transfer delay.

  22. Down-payment plans are not supported by CCP Customer Support. As a seller, you are agreeing to a certain amount of ISK only, which is to be paid in one payment. Once again, any forms of scams regarding character sales is prohibited.

  23. All skill training must be paused before transferring the character.

  24. The location of the character must be disclosed and whether it is in high security, low security, null sec or wormhole space. You must also state if the character is in space or in a station.

  25. Accounts can only be involved in one character transfer at a time. If either the sending or the receiving account have an ongoing character transfer, other transfer attempts will fail.

  26. This forum is for buying and selling of characters, you may reply to the threads with bids or questions regarding the character/s. All other posts are off topic and will be removed. Answering posts of this nature will be counted as your daily bump.

  27. Accounts that have been previously banned for macro use are not eligible for character sales.

  28. Customer Support will not remove bounties placed on characters either as part of a sale, or after they've been transferred to a new owner.

  29. The sale of characters with SKINs is permitted, and prices of characters can be adjusted as seen fit by the seller to reflect the value of their skin collection on the character being sold.

  30. Any attempts at misleading a buyer regarding SKINs that a character possess, or any false representation of skin ownership during a character sale will be treated as an attempt at characters sales scamming, and will be subject to the full penalties of an attempted character scam, including potential suspension of accounts.

  31. Posts in the sales thread once the character has been successfully sold should not be edited. Any information disclosed about the characters may not be removed.

These changes are effective immediately. Posts...

FAQ

Q. HELP there is a scammer, hacker, or other issue with this thread. What do I do?
A. For all issues with character transfers please file a petition under billing-character transfers. You can also use the "report" function located on the top right of each post so the thread can be removed.

Q. If the character transferred to me is training a skill what happens?
A. The character transferred will stop skill training. You will need to log into it and restart the skill training like it was a normal secondary character on your account. [yellow]This answer has been updated. Zymurgist[/yellow]

Q. Can I transfer my new character to a new account?
A. Of course! As long as an account activated, not a trial account, then it can receive a bought character.

Q. I keep getting the error that my old character is still logged in and won't let me transfer. What do I do?
A. Zorvoz found a work around that should fix your problem. Hopefully this will be fixed in the near future.

Q. "Is there any repercussions for sellers who post an auction and then do not follow up on it?" -Amor Loricatus
A. Character scams are not allowed, just file a petition and GMs will look into it and transfer your ISK back.

Q. Can I get a Price Quote?
A. Yes! Please use the Price Check forums though. Browsing for similar characters and how much they sold is also a great way to find a starting price.

Q. Is ISK the only currency for buying a Character?
A. Yes

Q. My character has ships and ISK still in their hangar and wallet. Can I put it up for sale still?
A. Of course, just please remove these items before transfer and do not calculate them into the price of the character. Be careful because all items will remain with the character upon transfer.

Q. Can I sell my Damnation, Navy Raven, Nyx, etc with my character?
A. Nope, but you can sell them in the Sell Order forums.

Q. That character scammed my corp why did you delete my post informing everyone they were a scammer?
A. Crime & Punishment was the appropriate place for these kind of discussions. You can see this post by CCP Spitfire for more information.

Q. Will misrepresenting available skill points in the free skill point pool be considered a scam?
A. Yes it is. Please do not do this as it is a petitionable offense.

Q. My post in this thread just got deleted! Do you hate me?
A. No! I love all of you! This thread has been cleaned up of posts and this FAQ posted mostly in the interest of keeping the thread small and information easy to access. If you feel your question has not been addressed post again and it can be answered and or added to this FAQ. Just remember, the right place to discuss any hacking, scamming, or other shenanagans is through the petition system.

You can also find a small FAQ on the account services page detailing some transfer questions.

Update: Rule 5 was modified on January 27, 2011. The requirement to remove all assets of value from the character was removed. Just remember that you are only selling the character. Assets should be sold in-game or on the Sell Oder forum but you are welcome to transfer them to the new owner via the Character Transfer.

1. From what I understand, yes, as it is a technical requirement.
2. Yes
3. Since you are trading with yourself the "owner" really isn't changing so there is really no reason to.
4. For a flat fee of 20 Euros/USD or 2 PLEX you can transfer one character off your active account to another account.

If you need any additional information you can always file a billing petition for a GM to answer.

i'm seeking information about WTT threads, and how CCP would like to handle the issue of a direct character trade or perhaps, trade one character for another plus isk

is it possible to allow a 3rd party (like chribba) to hold the balance(s) of character trading, during progress? rather than direct player to player trade?

i'll give an example:
a person would like to trade me his nyx and character, at the cost of my higher sp character. would the following be supported by CCP;
1) he gives his ship temporarily to a 3rd party (chribba) to be used as payment, when the character transfer is successful
2) we swap directly characters, make a thread WTT one for the other in a pre-arranged manner, and wait 10h for processing
3) I, with my new lower sp character, return to chribba to obtain my nyx

we've just direct traded this way without me having to just pay him outright for both, and buy a pilot just to hold the ship while characters swap, this would be very beneficial to myself, a supercapital and character trader, and would allow me not to need to have 30b+ on hand just to facilitate and straight across trade.

thanks in advance, and cheers

So in otherwords, no - you aren't allowed to swap a character for another character+Nyx. You are only allowed to use ISK to purchase characters with. The character + Nyx would need to be sold and the ISK used to purchase the other character.

I have a couple of questions: I have 2 characters I would like to swap positions with on 2 accounts. Character Adam is on account A and character Bob is on account B. I want to swap char Adam to acct B and Char Bob to acct A. My acct A has curently no open slots until char A is moved. Acct B has one open slot to move char Adam into, then Char Bob can be moved into newly opened slot on Acct A.

Do I have to have an open slot on acct A before ANY sort of character swap is possible?
As I am not swapping ownership with another party, What is my cost in $ to accomplish this?

Thanks

Would you define reputation?

There is a disussion in the Assembly Hall Thread about changing a character's name. I would say reputation is kept by sec status and kill rights, but some argue that a corp thief should always be a corp thief. I argue that a corp thief is the player NOT the character, so this is not part of the reputation.

does this mean when someone offers me say 14b isk now then confirms in the thread they will pay u another 1b in 2 days.

if they don;t can i complain about and get my char back.

or does it mean even though they might have confirmed they would pay more later that ccp won't hold it up if they don't

I have a question, if I posted a thread on the Bazaar to auction one of my characters, and someone offered to buy out but for some reason I have to cancel the sell order(e.g. a friend of mine asks me for this account, or etc.), am I allowed to do so?
