Aggressors extend wardec by dropping alliance?

It seems like aggressors can extend wardecs for free by dropping alliance. It resets for 7 days. Am I correct in my assessment? If so, I can see this resulting in a reverse "Dec-Shield" situation or privateer alliance of old.
