That already exists.

Go scan any temperate / oceanic planet.

I think barrens and a few others also have microbial life.

There were aliens in the game, but there was a bug, they escaped to the forums and ate the spell check function.

The only aliens (as in not of human ancestry) in the lore are sub-sapient. Highest life form I know of are the hounds.

This is intentional.
