Am I missing something? Stealth Bomber related

So, I just got into my first SB, the Hound, and it, like every other SB, has this role bonus "-100% targeting delay after decloaking ." Now I assume that -100% means -100% as in you can instantly lock onto stuff after you decloak, but when I was testing stuff with my friend this was not the case.

First of all, I tried to lock onto my friend with all of my modules and such but it wouldn't let me lock because I was cloaked, so I decloaked and tried to lock but it still took a second or two. My cloaking skill is only at 4, but I just assumed -100% meant -100%.. Unless "targeting delay" means something different than locking time or something?

My friend also noticed something interesting, he said he occasionally lost lock on me and had to re-lock. He was flying a rifter, and i didn't ever get out of lock range, I was just using target painters, what could have caused this?

You can't usually lock on to anything for a while after decloaking. Look at the "sensor recalibration time" attribute of your cloaking device. Stealth Bombers don't have to deal with that.
General lock time is a different thing, and has to do with your ship's scan resolution and the other ship's signature radius.

Don't know what's going on with that Rifter losing lock.

Okay this makes more sense, training cloaking 5 would still be worthless (in the context of just flying this SB) due to the Hound's role bonus though correct?

You're assuming wrong. The stealth bombers bonus means that you can begin targeting things right after decloaking - the regular lock time still applies. Ships without this bonus need to wait a few seconds before they can even begin targeting something.

correct. you'd want cloaking 5 if you were trying to use a non-recon, SB, BO, T3-cloaker and wanted to get a better lock time. Since the mod also messes up your scan res, you're once again in the same position--the cloaking skill lowers the time after decloak that you can BEGIN targeting, but all other targeting considerations still apply.
