What are "Booster locators"?

A booster locator is a Drug-pimp who finds drugs for you. What?

That's remarkably similar to how I train my slaver hounds. Ah, fun times. We have races between hounds and slaves, though admitedly, the slaves stand to loose more limbs if they're the slower of the two.
