Possible balanced solution to *excessive* suicide ganking

I'm not going to pretend this is entirely my idea, as it has been kicked around before, however this seems like a really good time to return to the subject.
I understand CCP (Hilmar) is considering changing the mechanics of Concorde, and this concerns me. In real life, the police always arrive too late, or at best, well after the event has started. In my opinion, this is the way it should be in EVE. Instant death etc simply won't cut it in our sandbox.

Falling asleep at the Jita/Perimeter gate with a 6B cargo while flying an Ibis needs to have consequences. If you are lucky, arriving at your stop in a pod to the jeers of New Eden!


However, consider real life. You find yourself short of cash, or disgruntled with a shop owner, and decide to drive your car through the front of the shop to get revenge/pillage the contents or so on. The police nab you and in your one call after arrest you call the insurance company and demand your payment. If they work out you are actually serious, they will laugh.

Why should EVE be different. Why should 7 pilots in Battleships be given 100% payouts for destroying a Orca in a criminal act, as I saw recently happened somewhere in Gallente territory?
I am certainly not suggesting that the gank should not be possible, in the sandbox if you are determined enough all things should be possible, however you should expect to bear the financial penalty in addition to the standings loss, for what that is worth.

The current situation only tells me that CCP originally didn't have the capacity, or will, to code in that Concorde kill = 0% payout overriding the insurance payout, as it is completely ludicrous.

Edit: I don't know that such a mechanic would be appropriate to low/null. The circumstances are entirely different. This relates entirely to HS Empire.



Optional comedy idea - this is not really thought out, more something to discuss. Many pro's and con's however it could certainly help sort out some of our -5 to -10 empire residents.
When Concorde responds to a criminal act and destroys the ship, the criminal in question is 'detained' for questining for a random time i.e. 10-30 second depending on sec status. Being detained should consist of Pod being warp scrammed and webbed!



Bonus comedy quote - the context - Goons 2006 onwards took great pleasure in sneering at BoB for their obsession with kill death rations (but bro, what about your k/d ratio!)

Being able to gank an Orca in Jita is one of the things I like about EVE.

Try living in low/null sec for a bit and then see how easy hi-sec really is.

I'm not saying you shouldn't be able to do it. Quite the contrary I agree completely (having been on both ends of ganking).
I simply cannot believe it is appropriate the criminal should receive an insurance payout for ships used in criminal acts in High Sec Empire.

In real life my loki won't fit in my drive way so I had to rent an airplane hanger. That was also to small so I contacted NASA about renting the old space shuttle repair facility. They asked me what a loki was. I tried to explain it to them and they asked to see it.

There is nothing wrong in excessive suicide ganking. It is part of the game. Learn to live with it.

Insurance system as a whole is totally different issue and it is pretty flawed.

Because in real life there are consequences. In EVE there are not. The perceived consequences can easily be circumvented ('10 hour heroes', insurance, etc).

1. Because IRL the police have battleships that can warp at many times the speed of light.
2. The miners that aren't actually bots can still mine without losing their mackinaws and hulks (everytime) if they don't want to.
3. If CCP changes the mechanic, its better for the PCU. I suggested they invoke the "ban you at any time for any reason" clause, but not because of the action, because of the intent.
4. If you can't beat em, join em. You can make WAY more money buying and selling oxygen isotopes than you can mining them ATM.

I agree w/ the OP...and I will (and have) freely suicide Gank someone for lols.

The entire Insurance mechanic in Eve is rather strange / flawed anyway...I say get rid of it if you aren't going to fix it.

Removing insurance payouts for CONCORD destroyed ships has been suggested a million times. It makes just as much sense now as it did the first time it was suggested - but CCP has yet to see fit to implement it.

Even suicide gankers think its ridiculous they get insurance, its just ccp moving like a glacier a usual. On the other hand insurance change wont effect the goon campaign, hulkageddon, officer fit missioner ganking, or the popping of noob ships carrying plex, so why bother making a thread about it?

Yup. One successful gank pays for an entire armada if its against an industrial, and the money made from isotopes more than pays for the ships used, insurance or not.

Just make it so that outlaws can't activate any gates inside high sec and make concord spawn and pod outlaws.

There is no reason why outlaws can travel through lowsec in pod or in fast aligning ship.

I don't have any problem with suicide ganking when ganker has positive sec status. But being able to do continous ganks without any real penalty is just bad for the game.
