Situational awareness and attention for details are required for testing.
Such as seeing the sticky for account reactivations or this same answer on multiple reactivation topics already on the front page.

Maybe you should be denied access to Eve, cause that forum post has people re-posting daily to get reactivated cause no one is checking it, or so it seems. I have played since 06 and never had issues like this.

Other peoples ignorance is no defence.
access to sisi is of minimal importance to devs. As there is rarely real testing in relation to those wanting reactivation anyway. This version is also spent. When a new large patch is on the way, another mirror would solve reactivation problems anyway.
There is also internal work being done for more automated systems like skill and account mirroring so manual reactivation is not needed.
