low FPS when have second client active on secondary monitor

When ever i change over to use my second client(un-focus the main client) the FPS drops to 15fps on both clients.
And when i refocus the first client both eve clients spins up to 30fps.
When running only 1 client the fps is capt at 60Fps.

Is there a way to change the minimum FPS to 30fps or 60fps?

My hardware:
Intel i7 3770K @ 4,5Ghz
Evga GTX 680
Asus Z77 Sabertooth
16GB ram
2x Samsung monitors @ 1920 x 1200 (one using DVI and one using HDMI)
1x TV connect @ 1920 x 1080

Have you tried turning off vSync (or as it is called ingame, setting the "Interval" to Instant rather than Default, 1, 2, etc on both clients?
If I helped you out, Technical Issue, enemy gank, popped your poor fit, hit the "Like" button.

I had the same issue.

It´s somehow caused by the Aero desktop effects in Win7.

Right click the EVE shortcut -> properties -> compatibility and deactivate desktop designs.

For me this helped.
